Rep. Moakley files bill to require moped licenses
Boston — Representative Thomas Moakley filed Bill H.3743 in the Massachusetts House of Representatives to strengthen safety requirements for operators. The bill aims to close safety loopholes, improve enforcement, and ensure that operators of mopeds are held to appropriate standards.
Under current Massachusetts law, mopeds exist in a gray area between bicycles and motorcycles, with inconsistent enforcement and classification. Bill H.3743 requires moped operators to obtain a motorcycle license, aligning the training and testing requirements with the risk and responsibility of operating a motorized vehicle on public roads.
“This bill is all about public safety, ensuring that both moped operators and other travelers on public roads are not endangered by inexperienced operators,” said Representative Moakley, sponsor of the legislation. “Martha’s Vineyard has seen too much tragedy as a result of this legal misclassification.”
The Vineyard’s other state legislator also weighed in on the bill. “Representative Moakley’s bill is a common-sense step toward making the roads of the Islands and the rest of Massachusetts safer for everyone - whether you’re behind the wheel, biking to work, or simply walking through town,” said Senator Julian Cyr, “Requiring moped drivers to be licensed like motorcyclists is a reasonable measure that reflects the realities we’re seeing on our roads.”
